China will ban the import of solid waste in any way from next year

Solid waste refers to waste plastics, waste hardware, etc., which are produced in production and life, and have lost their original use-value, and pose a serious threat to the ecological environment. According to the “Announcement on the Total Prohibition of Imports of Solid Waste” jointly issued by the Ministry of Ecology and Environment, the Ministry of Commerce, the National Development and Reform Commission, and the General Administration of Customs, starting from January 1, 2021, my country will completely ban the import of solid waste in any way, it is forbidden to dump, stack, and dispose of solid waste from outside my country. As the port management department, the General Administration of Customs requires local customs to strictly supervise, strictly punish illegal acts such as importing solid waste in accordance with the law and cut off the supply and demand chain of “foreign garbage” smuggling.

This is the Huangdao Port in Qingdao, Shandong Province, one of the designated ports for the import of waste materials. The waste paper from the United States is part of the final batch of solid waste that entered the country. A small amount of this plastic and sponge can be seen. The waste paper has been fumigated and killed after disembarking. From January 1 next year, my country will ban the import of such solid wastes.

Waste plastics were the first to be banned from entering the country. Later, the import of such commodities as waste fiber and hardware was gradually banned.

The state prohibits and restricts the import of solid waste, which is commonly known as “foreign garbage”. As early as 2017, the State Council issued the “Implementation Plan for Prohibiting the Entry of Foreign Garbage and Promoting the Reform of the Solid Waste Import Management System”, requiring a complete prohibition of the entry of foreign garbage.

In the past, more than 20 million to 30 million tons of waste paper were imported every year, and the other impurities contained in it were about 300,000 tons, which is equivalent to a year’s domestic garbage in a medium-sized city.

Although my country has explicitly banned the import of foreign garbage, in the face of the temptation of huge profits, there are still some lawbreakers who knowingly take risks and smuggle foreign garbage into the country.

These waste slags were seized by Tianjin Customs a few days ago and weighed 28,000 tons. Compared with normal iron ore, they showed obvious variegated and sintered materials, and contained harmful components to the environment. Recently, when Ningbo Customs supervised an entry vehicle declared as empty, the weighing system unexpectedly issued an overweight alarm. The customs immediately opened the container for inspection and found that the container was piled up with waste clothes and fabrics, with a total weight of 19.68 tons.
