China will strictly limit the production, use and import and export of high-risk chemicals

Qiu Qiwen, director of the Department of Solid Waste and Chemicals of the Ministry of Ecology and Environment, said today that the Ministry of Ecology and Environment will assess the risk status of toxic and hazardous chemicals in the ecological environment, strictly limit the production, use and import and export of high-risk chemicals, and phase out substitutions.

The Ministry of Ecology and Environment held a routine press conference on the 28th. A reporter asked at the meeting: There are many types of chemicals and great hazards. What work has been done on chemical pollution prevention and control? What difficulties and problems are still facing?

Qiu Qiwen said that strengthening environmental management of chemicals is an inevitable requirement for safeguarding and improving people’s livelihood. It is an important measure to maintain the safety of the ecological environment, an effective way to expand the space for external development, and a political commitment to implement international conventions.

Qiu Qiwen pointed out that the focus and focus of chemical environmental management and chemical safety management and health protection management are different. Qiu Qiwen exemplified that the safety management of chemicals is more concerned with substances that are flammable, explosive, and acutely toxic. The environmental management of chemicals is more concerned with toxic and harmful chemicals, with persistence and biology. Cumulative and toxic, toxicity is a toxic substance that is more concerned with carcinogenic, mutagenic, and reproductive toxic chemicals and water ecology. These chemicals have a more insidious and longer-term impact on the environment and health. Therefore, the core task of chemical environmental management is to assess and control the environmental and health risks of chemicals.

Qiu Qiwen said that in recent years, the Ministry of Ecology and Environment has carried out the following related work on chemical environmental management:

The first is to carry out the registration of new chemical substances, establish a firewall for source management, and prevent new chemical substances with unreasonable risks from entering the Chinese economy and society. If the environmental risk of this substance is uncontrollable, it will not be registered and cannot be imported, produced or processed.

The second is to carry out environmental risk assessment and control of existing chemicals. Issue the first list of priority control chemicals, implement clean production, discharge standards, and administrative discharge permits to reduce emissions of toxic and hazardous pollutants. More than 100 emission standards have been developed, involving the control of hundreds of chemical substances, which is a routine chemical environmental management. Then, for clean production, emission standards, and pollutant discharge permits, after these measures and measures are taken up, chemicals that cannot control environmental risks will be promoted, and relevant departments will be encouraged to adopt more stringent measures, such as prohibition of use, restriction of use, elimination of substitution, etc. Measures.

The third is to promote information disclosure, formulate relevant departmental regulations, require the use of toxic and hazardous raw materials for production, or enterprises that emit toxic and hazardous substances in production, and publish relevant information on the use of toxic and hazardous materials and toxic and hazardous substances, and accept social supervision. .

Fourth, actively implement international conventions, strictly implement relevant international chemicals conventions, and restrict or eliminate chemicals regulated by conventions such as persistent organic pollutants.

Qiu Qiwen pointed out that at present, there are still many problems facing the environmental management of chemicals. First, the laws and regulations are not perfect. At present, there is no specific law or regulation to regulate the environmental risk assessment and control of chemicals. Second, the management system is not perfect. As I said earlier, several systems have actually been established, a new chemical substance registration, and a toxic chemical import and export management registration, but it is still not perfect and not systematic. Third, the work base and capabilities are weak, and there is still a very large gap compared with developed countries.

Referring to the next plan, Qiu Qiwen said that the Ministry of Eco-Environment will continue to strengthen the environmental management of chemicals. At present, it will focus on limited objectives, highlight key points, and focus on two things: First, accelerate the development of environmental risk assessment and control of chemical substances. Regulations to fill the legal gap in China’s chemical environmental management, through this regulation, do a top-level design, establish a basic institutional framework for environmental risk assessment and risk management of chemical substances. The second is to assess the risk status of toxic and hazardous chemicals in the ecological environment, strictly limit the production, use and import and export of high-risk chemicals, and phase out the substitution.

Qiu Qiwen emphasized that chemical environmental management is highly professional and hopes that the scientific community can strengthen science and publicity in this area and let the people truly understand the basic connotation of chemical environmental management. I also hope that friends in the media industry will also promote more in the future, especially the promotion of popular science knowledge, so that everyone can improve their own environmental and health risks and improve their chemical management capabilities.
