Accelerate the formulation of trade in services and promote national strategies
Pay the same attention to the promotion of trade in services as the trade in goods. The U.S. service trade has enjoyed remarkable growth over the past decade and continues to maintain its global leading position, thanks in the first place to the implementation of the “National Export Strategy.” And from the very beginning, the United States has made “service-first strategy” the most important part of its “national export strategy.” All the strategies, tactics, policies and concrete measures reported in previous years are fully applicable to the export of service trade. With the accelerating process of China’s industrialization advancement, the deficit in service trade and the favorable balance of trade in goods continue to expand. Drawing on the experience of the trade promotion policies for goods, we have formulated a national strategy on the promotion of China’s trade in services, identified the objectives, means and priorities for the promotion of trade in services. Clarify the division of labor in promoting trade in services and establish cross-sectoral coordination for the promotion of trade in services. In addition, according to the current foundation and future development trend of service industry in China, the system of service trade promotion will be perfected in accordance with the three levels of support, protection and encouragement so as to speed up the development of service trade, promote the transformation and upgrading of China’s foreign trade and promote international cooperation Branch balance.
Comprehensive protection of overseas interests of service trade participants
Different from trade in goods, service trade covers a wide range of forms, including not only personnel but also funds, as well as products, technologies, trademarks and patents of enterprises and enterprises. With the continuous expansion of China’s service trade, service trade in the form of cross-border delivery, overseas consumption, commercial presence and movement of natural persons showed rapid growth. To ensure the safety of cross-border payments, safeguard the legitimate rights and interests of consumers abroad, protect the national treatment of transnational investors, and safeguard the personal safety and non-discrimination of Chinese overseas must be an important part of the overseas interests protection system. In 2015, China’s State Administration for Industry and Commerce signed the Memorandum of Understanding on Cooperation in Consumer Protection with the South Korean Fair Trade Commission. This not only marks a new stage of cooperation in the protection of rights and interests of consumers in China and the ROK, but also shows that China’s service trade promotion system No longer confined to the scale of export promotion of China’s trade in services, it has begun to cover the entirely new area of ??cross-border consumption. In the future period, the interests of personnel, capital, enterprises and intellectual property rights related to participants in trade in services should be incorporated into the protection system of overseas interests in China.
Promote multi-bilateral service trade negotiation process
In the service trade negotiations, China can learn from the United States to learn from relevant experience. The U.S. service trade negotiations have always taken into consideration the “two markets” and conducted targeted investigations in advance in emerging markets such as Mexico, Argentina, Brazil and China and adopted different tactics according to the actual conditions of different negotiators as far as possible Fight for better market access for service exporters. In the traditional markets such as Europe and Japan, while utilizing the advantages of their high-tech industries to continuously expand their exports of advantageous services, they are required by the GATS results to open up new fields of trade in services for negotiation.
Up to now, there are nine FTAs ??under negotiation in China. In these free trade area negotiations, we should increase the content of service trade, use the free trade agreement to win more markets for the development of China’s service trade, and enhance the positive role of the free trade zone in the development of China’s trade in services and in the restructuring and upgrading of foreign trade.
